President Donald Trump has promised a $5,000 “dividend” to every adult American citizen if Republicans retain control of both the House of Representatives and the Senate in the upcoming midterm elections. The proposal, unveiled at the Republican Party’s midterm convention in Dallas on Wednesday, would require congressional approval and is estimated to cost approximately $1.2 trillion, given the roughly 240 million adult citizens in the U.S.
Trump stated the dividend would be funded by “tremendous economic success” and his administration’s tariff policies, requiring the money to be spent within the United States. Vice President J.D. Vance later suggested the payments might be limited to exclude wealthy Americans and could be financed by existing tariff revenue, which totaled around $154.5 billion through July of fiscal year 2026. Senator Bernie Moreno (R, Ohio) has pledged to prepare legislation to enact the dividend should Republicans win.
The feasibility of the plan is being questioned. Representative Chip Roy (R, Texas) has asked for details on how it would be funded, estimating the cost to be “well over $1 trillion.” The Democratic National Committee highlighted Trump’s history of promising rebate checks that never materialized, pointing to previous unfulfilled promises of tariff dividends and health savings account deposits. The proposal also raises concerns about potentially widening the federal budget deficit, which totaled nearly $1.8 trillion in fiscal 2025, and contributing to inflationary pressures.
Trump referenced a $1,776 “Warrior Dividend” for military service members, funded through a housing supplement, as a precedent. He also alluded to past proposals for a $2,000 tariff dividend and a distribution of DOGE savings, none of which were enacted.
