Some people trapped inside the building were seen hanging from windows and shouting for help as flames and smoke swept through parts of the structure. The fire also injured several others.
One source reported that at least 18 people were killed in the blaze, with rescue teams working to extract survivors from the building. Police confirmed the higher death toll of at least 21 people.
